Placement service rationale and organization of the Western Computer Assisted Placement Service (WCAPS) of Baltimore County, Maryland, are described in this manual. (The overall focus of WCAPS is to provide junior and senior high school students, through existing programs, a method of matching their career goals with an occupational setting where maximum growth will occur.) The manual consists of samples of forms and procedures used in working with students and counselors, procedures used in working with teacher-coordinators, materials and procedures for working with business and industry, other forms used in internal operation, pre-employment materials and procedures, and school public relations bulletins.
