A Study of the Recruitment and Orientation Policies and Practices for Part-Time Instructors in the Public Junior Colleges of Illinois and Maryland.

This study examined (1) Illinois and Maryland state policies on recruitment of part-time junior college teachers, (2) institutional recruitment practices, sources, and techniques, (3) orientation practices for part-time faculty, and (4) their relation to standard principles of personnel administration. All Colleges in both states were asked to participate. Data on 615 instructors in 19 Illinois colleges and 320 in 11 Maryland colleges came from interviews with administrators and from a 10-item questionnaire on the individual part-time teacher. Among 12 conclusions on the part-time instructor were: (1) most colleges have no special hiring policy for him; (2) personal contact, staff recommendation, and unsolicited application make recruitment unnecessary; (3) geographical convenience affects his availability; (4) subject-matter competence is his best qualification; (5) he typically conducts one course of three credit hours; (6) he needs and gets little orientation and is highly regarded by the administration; (7) he diminishes the college identity less than do teachers from other school levels; (8) graduate students, the retired, and housewives are rarely recruited; (9) rural and urban hiring policies differ little; (10) usual principles of personnel administration are both unnecessary and impractical for him. The author discussed peripheral observations and makes seven recommendations. Appendices show the various segments of the study in detail. (HH)
