This Policy Brief identifies opportunities for states to maximize this year's virtual or hybrid environments to tailor learning and instruction for students. It draws on seven core elements for personalized, competency-based learning: (1) Learner Agency; (2) Timely, Actionable Assessments; (3) Customized Learner Supports; (4) Progression upon Mastery; (5) Varied Pathways and Pacing; (6) Strategies and Systems Ensure Equity; and (7) Rigorous Academic and Social-Emotional Learning Targets. This Policy Brief offers three high-impact policy solutions to help states design new learning environments that support students in their transition from high school to postsecondary: (1) creating a profile of a graduate; (2) establishing statewide competencies; and (3) credentialing anytime, anywhere learning. This Policy Brief is one of six dedicated to various facets of the transition from secondary to postsecondary education, now complicated by the COVID-19 pandemic. It focuses on the populations already underserved in the nation's education system. The series -- which builds upon "A State Policymaker's Guide to Equitable Transitions in the COVID-19 Era" (see ED606369) -- provides actionable steps and examples for state policymakers to consider as they address the transition from high school to college and the workforce.
