The Use of Student Financial Aid to Attract Prospective Teachers: A Survey of State Efforts.

State-sponsored programs that seek to attract college students to teaching by student financial aid, primarily through loan "forgiveness," are discussed, based on a survey of chief state school officers. The programs have focused on loans, and the most commonly employed form of assistance enables the recipient to repay a portion of the loans for each year they teach (e.g., one fifth of the loan for each of 5 years). An alternative incentive of lesser popularity among the states is the loan repayment program in which the state repays a portion of an outstanding Guaranteed Student Loan or National Direct Student Loan for a currently employed teacher. While most of the state programs stress the recruitment of math and science teachers, the programs vary widely in the amount and duration of the aid, eligibility requirements, and repayment, buy-out, and forgiveness schedules. Although the majority of states require the loan recipient to fulfill the teaching obligation in a public school, some permit service in private schools. The experiences of North Carolina and Kentucky with loans to teachers are briefly discussed. Appended are the survey questionnaire for program administrators, brief information on 28 state financial aid programs to attract teachers, including program administrators' name, address, and telephone numbers.
