Workforce Training and Economic Development Fund: 2014 Annual Progress Report

The Workforce Training and Economic Development (WTED) Fund was established in 2003 as part of the Grow Iowa Values Fund and is currently funded through the Iowa Skilled Worker and Job Creation Fund. This fund has become an important source of financing for community college new program innovation, development, and capacity building, particularly for career and technical education. The funding is allocated annually using the community college state general aid distribution formula as provided for in Section 260C.18A of the Iowa Code. The funds in the Workforce Training and Economic Development Fund may be used to support the following community college activities: (1) Career academies; (2) Career and technical education (CTE) Programs; (3) Entrepreneurship education and small business assistance; and (4) General training, retraining, and in-service educational initiatives for targeted industries. There are also other programs with separate funding sources which can be supplemented through WTED, they are: (1) Accelerated Career Education (ACE) Infrastructure (260G); (2) GAP Tuition Assistance Program (260I); (3) Iowa Jobs Training (260F); (4) National Career Readiness Certification (NCRC); (5) National Advanced Manufacturing Certification (NAM); and (6) Pathways for Academic Career & Employment (PACE) (260H). The pages within this report summarize and detail the annual expenditures, participants and completers of each program by community college district: (1) Northeast Iowa Community College (NICC)-01; (2) North Iowa Area Community College (NIACC)-02; (3) Iowa Lakes Community College (ILCC)-03; (4) Northwest Iowa Community College (NCC)-04; (5) Iowa Central Community College (ICCC)-05; (6) Iowa Valley Community College (IVCC)-06; (7) Hawkeye Community College (HCC)-07; (8) Eastern Iowa Community College (EICC)-09; (9) Kirkwood Community College (KCC)-10; (10) Des Moines Area Community College (DMACC)-11; (11) Western Iowa Tech Community College (WITCC)-12; (12) Iowa Western Community College (IWCC)-13; (13) Southwestern Community College (SWCC)-14; (14) Indian Hills Community College (IHCC)-15; (15); and Southeastern Community College (SCC)-16.
