Iowa Community Colleges Tuition and Fees Report, Academic Year 2002-2003.

Each year, the Iowa Department of Education prepares a tuition and fees report, which traditionally shows a comparison of fall-to-fall tuition rates. During fiscal year 2002, community colleges received a beginning state appropriation below the previous year's appropriation. Later, there were additional cuts that forced tuition increases at five of the 15 community colleges. The charts included in this 2002-2003 report present these changes, including: (1) the average full-time Iowa community college tuition increased $930, or 64%, from fiscal year 1993 to fiscal year 2003; (2) in 1980, tuition and fees generated 24% of the total operating funds of Iowa community colleges, but in fiscal year 2002, it was 43%; (3) the average tuition at an Iowa community college was cited as 58% above the national average; (4) Iowa ranks fourth in tuition when compared with the surrounding states of South Dakota, Minnesota, Wisconsin, Illinois, Missouri, Nebraska, and Kansas; (5) the average Iowa community college semester-hour tuition rate in fall 2002 was $79.27; and (6) the average annual full-time Iowa community college tuition for academic year 2002-2003 increased $216 (10%) to $2,378.
