Communication Systems and the New Rural Development Strategies with a Case Study in Indonesia.

The guidelines provided incorporate principles and themes emerging from the re-evaluation of unsuccessful large-scale educational intervention programs in developing countries. Recommendations for effective programs include (1) a decentralized mode of operation, (2) local participation in designing and carrying out programs, (3) a multi-focus on community life, and (4) a strong emphasis upon problem prevention. The Model Educational Communication System (MECS) for improving rural education in Indonesia is described in a case study of the application of effective development themes and principles. The radio, audiocassette, and communication satellite component services of MECS are described. (CMV)
