Why or Why Not Dual Language Education: A Phenomenological Case Study of Parents' Decision-Making Regarding Their Children's Education

Dual language education is an innovative educational model available for families selecting schools through school choice. While extensive research supports the academic benefits of dual language programs (DLPs) for non-English native speakers and communities of color in the United States, enrollment often does not reflect these populations. This disparity is particularly evident at Academia Global, the only PK-8 dual language charter school located in an urban Indiana city. School leadership grappled with understanding enrollment trends and how families from diverse racial, ethnic, and linguistic backgrounds engage in the school choice process, ultimately selecting their preferred school. This phenomenological case study aimed to explore the decision-making process of families selecting dual language education and the factors influencing their choices, framed by three research questions: 1) What factors influence parents' decision to choose dual language education for their children? 2) How do parents gather and use information to make informed decisions about dual language education? 3) How do intersecting factors such as family background, cultural background, race/ethnicity, class, and gender affect a parent's decision-making process regarding dual language education? Seven parents representing Hispanic/Latino, Black/African American, and White families participated in semi-structured interviews. Additionally, data from observations and document reviews provided valuable triangulation. Analysis utilizing In Vivo and Process coding techniques revealed four overarching themes: 1) Academia Global "familia;" 2) Language as a portal to culture and diversity; 3) Choosing dual language: process, networks, and reasons; and 4) Identity. These results led to practical implications for dual language schools and parents considering dual language education for their children, including a comprehensive guide that outlines key considerations to assist them in their research and school selection process, specifically regarding dual language programs and their unique offerings.
