Retention of Degree-Declared Public Postsecondary Students (Discussion Item).

The study examined retention and degree completion of Indiana public postsecondary students as reported by the Indiana Student Information System (SIS). The study identified freshman students (N=69,410) from 1984-85 who had declared their intention to obtain degrees and then tracked the progress of this group of students as reported each year through SIS. The study's conclusions were: (1) most students at all degree levels were part-time, (2) the degree completion rate for full-time baccalaureate students looked promising, (3) the degree completion rate for full-time black students is less than half the rate for all students in that category, (4) retention rates for part-time students at all degree levels irrespective of race looked low enough and inconsistent enough to merit special attention. Recommendations included continuing the monitoring of retention and degree completion rates beyond 1990-91, creating a task force to recommend a plan for improving part-time students' rates of progress toward degrees, inviting institutions to set targets for the degree completion rates of black students, and proposing the extension of state student assistance to blacks who attend specified historically black colleges and universities.
