This Kids Count report examines statewide trends in the well-being of Illinois' children. The statistical portrait is based on indicators in the areas of family, education and child care, arts and recreation, safety, health, and economic security. The indicators are: (1) percent of children living in poverty; (2) number of children enrolled in state/federal health insurance programs; (3) number of students in arts/recreation programs; (4) teen births; (5) number of children in foster care; (6) Head Start enrollment; (7) high school dropout rate (8) licensed child care; (9) child abuse and neglect; (10) child death rate; (11) low birth weight; (12) infant mortality; (13) children receiving free and reduced lunches; (14) child support compliance; (15) families receiving TANF; and (16) affordable housing. The first part of the report explores Voices for Illinois Children's "Charter for Illinois Children," highlighting relevant programs in the areas of family, education, arts and recreation, safety, health, and economic security. The bulk of the document presents data tables for each of the indicators for the state, each county, and the city of Chicago. The findings indicate some improvement, showing decreases in the number of births to teens, the number of children in foster care, high school dropout rates, rate of child abuse and neglect, and the number of families and children receiving welfare. However, the report cites areas still in need of improvement, including the number of children still uninsured, the lack of affordable housing, and racial disparities in the areas of births to teens and infant mortality rates.
