With the highest incarceration rate in the world, the United States has set an inauspicious precedent. More than 1.7 million American children--one in every 43--have a parent in jail or prison. The generational effects of incarceration are deep and lasting and include vastly increased risks of criminal justice involvement among the children of incarcerated parents. Because racial and ethnic minorities are overrepresented in the criminal justice system compared to their representation in the general population, African American children are more than seven times as likely as White children to have a parent in prison and Hispanic/Latino children are almost three times as likely. In this way, the impact of incarceration is disproportionately experienced among children of color, and, as these trends continue, the disparities become exacerbated from generation to generation. To mitigate the negative and disproportionate impact of incarceration on current and future generations, these trends must be reversed. In Illinois, legislative leaders, community members, researchers, and nonprofit organizations have come together to examine the data and address the inequalities in criminal justice processes. Through community engagement and informed public policy, the aim is to ensure fair and equal justice for all communities. Through implementation of effective and just public policies and increased justice literacy in communities, children whose parents are involved in the criminal justice system can gain information, tools, resources, and opportunities to help them lead healthy and productive lives.
