We Are All in This Together: A Discourse Analysis of Publications from Administrative and Union Organizations in Regards to Senate Bill 7

In 2011, Public Act 97-8, commonly referred to as Senate Bill 7 (SB 7), was signed into law by Governor Pat Quinn. Senate Bill 7 was one of the most significant changes to the Illinois tenure laws since the laws were enacted in 1941. Using discourse analysis methodology, this study examined the language used by various organizations and stakeholder groups as they disseminated information to their constituents regarding the new law which impacted teachers, administrators and school boards across the state of Illinois. Through a review of written documents published by the Illinois Association of School Boards, Illinois Association of Administrators, Illinois Federation of Teachers, and Illinois Education Association, the study analyzed the similarities and differences amongst the language, themes, and visual designs. Although the legislation was one that significantly changed the rules of tenure, it was written collaboratively and the analysis found that a theme of respect and collaboration resonated throughout.
