Grapevine Summary of State Higher Education Tax Appropriations for Fiscal Year 2006
Palmer, James C., Comp.; Franklin, Doug, Comp.
Center for the Study of Education Policy
The Grapevine project, which began in 1960 by M. M. Chambers, entails an annual survey of state higher education and government officials. The intent is to record annual state tax appropriations for the operating expenses of higher education, noting percent changes from year to year. The Grapevine data are indicators of state tax effort in support of higher education and should not be confused with total state spending for higher education. States are asked not to include allocations to higher education that derive from non-tax monies. This report details state tax appropriations for the support of higher education in fiscal year 2006 (FY06). The data reported here was collected from April 2005 through December 2005 in the annual Grapevine survey conducted by Illinois State University Center for the Study of Education Policy. States were asked to provide data for the new fiscal year (FY06) and revisions (if necessary) to data reported in previous surveys for FY05, FY04, FY01 and FY96. This allows the determination of changes in appropriations over a ten-year, five-year, two-year, and one-year time period.
