This document contains the third annual interim report of the Illinois Elder Abuse Demonstration Program. It discusses the overall intent of the demonstration program, trends and changes in the third year of the demonstration program compared with the results from the first two years of the program, and achievements and recommendations for a statewide elder abuse and neglect program. It identifies significant data that have been gathered and analyzed on Illinois' four elder abuse demonstration projects. The history of the four demonstration projects is briefly reviewed and the three models of intervention being tested at the four projects are described: (1) the Child Abuse Model; (2) the Legal Interventions Model; and (3) the Advocacy Model. An analysis of third year data includes sections on characteristics of an abuse/neglect situation, types of abuse and neglect reported, report sources, substantiation of abuse and neglect, and significant differences between years 1 and 2 and year 3. Achievements and recommendations are discussed. The report concludes that there is a need to establish a statewide Elder Abuse and Neglect Program. A directory of Elder Abuse Demonstration Projects, demographic characteristics of older persons, and data tables are appended. (NB)
