This document contains Phase I of the Illinois Department on Aging Human Services Plan for Fiscal Years 1986-1988. It describes planning efforts related to past, current, and future service delivery systems for Illinois' aging services network. The introduction describes the Department on Aging's programs and the service network within which they are provided. Each of the first five chapters contains a detailed description of one of the department's five programs and its specific emphasis: (1) Community Social Services; (2) Alternative Care; (3) Economic Opportunity; (4) Training and Development; and (5) Central Management. Each chapter is introduced with a summary of funds; the program's goal or mission summary; and a description of the program, its specific services, and history. The second section of each chapter describes current program data. The final section of each chapter discusses strategies and priorities for the coming year. Chapter 6 provides tables of regional service data. A map of planning and service areas, Department on Aging organization chart, a list of case coordination units, service definitions (Title III) and service definitions and standards of the Community Care Program are appended.
