Fiscal Year 1978 State Funding Claims Processed and Paid by the Illinois Community College Board.

The appropriation, payments, and amounts lapsed during fiscal year (FY) 1978 of state aid payments for the public community colleges in Illinois are outlined in tabular form. A total of $111,771,600 was appropriated from the State General Revenue Funds for the colleges in FY 1978. Of that amount, only $108,749,229.98 actually was paid out. The difference was lapsed or returned to the state because the colleges did not achieve enrollment projections, which constitute the basis of the state funding formula. The state aid payments by the three grant categories, credit hour, equalization, and disadvantaged, are identified by number of full-time equivalent (FTE) students served and by amounts paid to each community college district. Similar data are also presented by instructional category. A summary is presented of Special Assistance (Equalization) grants which are designed to supplement the revenue for those districts whose equalized assessed valuation per FTE student is below the standard amount determined by the Illinois Community College Board and the Illinois Board of Higher Education. Consideration is given to the disadvantaged student projects which focused on new instructional approaches, special study materials, and tutorial assistance; experimental education; special counseling and job placement efforts; and in-service education for faculty and staff in working with disadvantaged students.
