Florida's 2021 Law Supporting Students with Substantial Reading Deficits: Perspectives of Florida Principals and Reading Coaches in Small, Rural Districts

Rural elementary school principals and reading coaches were interviewed about their perspectives and implementation approaches of 2021's Florida Statute 1008.25, which addressed the assessment, remediation, progress monitoring, and parental notification of students with substantial reading impairments. Rural school districts were selected based on their full-time equivalent enrollment of 2,000 students or less in the State of Florida. Principals and reading coaches described their knowledge of the statute, the benefits and challenges of rural school districts when implementing state laws, and their approaches to managing students with substantial reading impairments. This study found that some rural districts already employed evidence-based curricula, data analysis, and parental notification/involvement, while others were slowly implementing the law's requirements over time. The interview participants indicated that lack of guidance from the Florida Department of Education, inconsistent support from their district administrators, and time/staffing constraints were barriers to implementing the law. Challenges of being in a rural, remote area were also discussed, such as lack of resources, lower parent involvement, teacher hiring constraints, and a shortage of opportunities in the community. The interview participants also found benefits in rural districts, such as a close-knit bond, knowledge of students and their families, and parents' trust in the school system. Overall, the rural school interviewees supported F.S. 1008.25 and the positive changes in objective reading assessment data, evidence-based "Science of Reading" curricula, and parental involvement resulting from the law's passage.
