This document, which is intended to assist adult literacy staff development and training personnel working at the state, district, and program levels, contains considerations and guidelines essential for an effective, comprehensive staff development and training program. Discussed in Section 1, which is an overview of staff development and training, are the need for a common terminology, purposes of and barriers to adult literacy staff development and training, and the characteristics of an effective and comprehensive program. Section 2 describes the four phases of a staff development and training plan: diagnosis, design, implementation, and evaluation. Nontraditional approaches to staff development and training and steps in improving the transfer of learning are covered in Section 3. Provided in Section 4 are general guidelines for evaluating staff development and training and considerations in selecting a program evaluation design. Appendices contain the following: a table outlining the location of staff development and training programs throughout Florida, directories of the administrator/instructor and advisory council respondents to a 1991 survey as part of a project to create a framework for the education and training of Florida's adult literacy leadership, and a listing of commercial and nonprofit vendors.
