Personnel Responsibilities: Issues and Perspectives. Trustee Monograph Series.

This monograph was written to provide community college trustees in Florida with a broad perspective on personnel issues by addressing national and state personnel issues that trustees encounter in higher education. Following a historical overview of governance in higher education, the monograph identifies and addresses eight issues separately: (1) academic freedom, including guidelines and a discussion of the legal ramifications of the freedom of faculty to pursue work in their field independently; (2) affirmative action, covering promotion policies, affirmative action program guidelines, state equity requirements, and historical legislation relating to minority opportunity in higher education; (3) the Florida Community College System's tenure system and general features of tenure systems, including due process, staffing patterns, and salary schedules; (4) evaluation including faculty evaluation, other personnel evaluation, procedures, annual reviews, and implementation strategies; (5) professional development covering reasons for conducting inservice training, characteristics of effective inservice education programs, and recommendations for implementing staff development; (6) personnel relations, collective bargaining, and grievance procedures; (7) administrative procedures, stipulated for community colleges in Florida under the Administrative Procedures Act; and (8) awards and recognition, offering ways in which colleges can recognize excellence in faculty and staff.
