Corruptness in Education: A Tentative Discussion

With more and more instances of corruptness coming to light in the field of education, corruptness in education has become an intense "hot point" of concern in society. This article is a tentative exploration into this matter. In this article, the author discusses the categories of the corruptness in education that has found widespread publicity in social consensus. The following categories are as follows: (1) Cheating at exams; (2) Power-and-education deals and money-for-education deals; (3) Indiscriminate fee-charging by schools; (4)Corruption of academics; (5) Fraud, deception, covert manipulations, and other breeches of discipline committed by schools in matters that concern their interests and reputation, such as appraisals and applications; (6) Economic crimes such as embezzlement and acceptance of bribes, committed by a minority of school leading cadres and employees; and (7) Non-normative and inequitable behavior in the course of school operations, such as "mao ni" [hanky-panky] and "qian guize" [below-the surface regulations] during student enrollment and examinations. In conclusion, the author states that, there is another angle of view for understanding corruptness in education, and that is the existence of a special group of beneficiaries. Besides people with power and influence in society, educational departments, schools, teachers, and staff members who exercise immediate control over educational resources make up a sort of interest structure or interest group.
