As China transitions from teacher education to teacher training, its vocational teacher development system should focus on vocational and technical teacher education institutions with the participation of other higher education institutions. The advantages and unique functions of vocational and technical teacher education institutions should be fully used and recognized in order to adapt to the transition and build an open development system for vocational teachers.
