Just Passing Through? Exploring Regional Disparities in Vertical Transfer Intent in Ontario, Canada

Since 2011, the Ontario provincial government has made significant investments into improving the efficiency of vertical transfer--from community colleges to university--within its post-secondary education system. During this period, local policy analysts have repeatedly emphasized the need to account for geography when developing strategies to facilitate transfer flows and articulation frameworks within the province. However, we still know relatively little about how the demand for transfer pathways varies across the province. Through this study, we assess regional differences in vertical transfer intent across more than 52,000 community college applicants in the province from 2010 to 2017. Our analyses reveal statistically significant and highly robust regional disparities in vertical transfer intent. Notably, community college applicants in the Toronto region are most likely to intend to transfer to university, while those in the southwest area of the province are considerably less likely to do the same. We theorize these patterns by emphasizing the contrasting local forces that might shape student decision-making across Ontario and comparable jurisdictions.
