Land claims settlements, constitutional change, and economic and labor force opportunities reflect the emerging reality of the Northwest Territories and Nunavut. Northern children, youth, and adults need to position themselves to influence and take advantage of the emerging reality. Quality career development education, programs, and services play an important role in preparing and positioning Northerners to do so. This manual was created to help people learn to become self-directed, self-reliant individuals who are able to make personally meaningful contributions that support the development of their communities. In its ongoing commitment to meet the career development needs of Northerners, the Department of Education, Culture and Employment in conjunction with the Canadian Career Development Foundation designed a policy directive to increase access to comprehensive career development education, programs, and services; and built an accountability structure that incorporates responsibilities for staff while providing direction for the development, delivery, and evaluation of quality career development services. The manual contains four main sections: (1) the Career Development Policy Paper, (2) the Career and Employment Development Directive, (3) the Accountability Framework, and (4) Implementation Procedures. The Accountability Framework is designed as a learning process with data gathering tools such as checklists, assessment measures, workshop handouts. The Implementation Procedures contains the accountability action plan and assessment gathering tools. (Author/JDM)
