The theme of this seminar was the exploration of techniques and strategies for improving the funding of elementary and secondary education. The proceedings of the seminar included welcoming remarks by Michael Heron followed by the presentation "Problems and Prospects in Education Finance: Who Is Getting All the Money?" by Dr. Wilfred Brown. "Provincial and Territorial Concerns in Education Finance" were addressed by ten participants, including Mike Midzain on British Columbia, Douglas Trace on Alberta, Dr. Stirling McDowell on Saskatchewan, Art Toews on Manitoba, Grant Andrews on Ontario, John Vanderkaay on Quebec, Ken Gilliss on New Brunswick, Thomas Gaskell on Nova Scotia, James Blanchard on Prince Edward Island, and Thomas La Fosse on Newfoundland. Group discussions revolved around the question "What Strategies Are You Using to Counter Cutbacks and Other Problems and How are They Working?" Two panels addressed "Alternative Techniques and Strategies for Improving the Funding of Education in the Future." The first focused on "Needed Reforms in Education Finance" and the second on "Needed Strategies for Achieving Reform." A final panel discussion focused on the topic "Can We Agree on Common Approaches for Improving the Funding of Education? Priorities in Education for Teacher Organizations." (JM)
