The Province of New Brunswick, Canada, as part of a mammoth reshuffling of provincial-local relationships, established an Equal Opportunity Program and took over the entire burden of financing public elementary and secondary education on January 1, 1967. On May 20, 1971, at a conference on State financing of public schools, questions about the workability and impact of the New Brunswick plan were explored by 70 representatives of Federal, State, and local government; civic and professional organizations; and interest groups from around the country. This report presents the results of that conference. Chapter one describes the Canadian experience as presented by four New Brunswick participants who were either involved in the enactment and implementation of the plan or who are now members of the current administrating government. Succeeding chapters discuss the financing situation in Delaware; present proposals for State funding of schools in Michigan and Minnesota; and offer general arguments surrounding the State takeover of school financing in this country.
