The Roctapus Closed-Circuit Television Program. Priority Country Area Program Evaluation Series: Report No. 3.

Interviews, questionnaires, school visits, and examination of project films and documents supplied information for an interim evaluation of the effectiveness of the Roctapus (Really Outstanding Color Television About Practically Unlimited Subjects) program. A closed-circuit television series following a magazine format, Roctapus is distributed to 12,000 students in over 80 schools in the Priority Country Area and intended to enrich the experiential background of country children in grades 4-10. Reactions of staff and students were obtained in 56 schools, 81% of the total number participating. In primary schools over 90% of the viewing took place during regular classroom lessons; teacher opinion was overwhelmingly positive. Only one-fourth of the secondary schools regularly showed Roctapus programs; in about half the schools students had--and chose--the option of viewing programs during the lunch hour. In general, high school teachers considered the programs of limited value, chiefly because they were unable to relate program content to subject areas. Student response at all grade levels was positive. The high level of acceptance achieved in primary and, to a lesser extent, in secondary departments suggests that the program is achieving its intended purposes. Further evaluation should include detailed analysis of program content, of staff and student reaction to individual program segments, and of the quality of instruction based on program content. (JH)
