Arizona's "Reading First": A Study into Sustainability

This study investigated the sustainability of Arizona "Reading First" initiative. During the Arizona "Reading First" initiative there were 121 Title 1 Arizona schools that were a part of the initiative. Since the conclusion of this initiative little research has been conducted to determine if the elements of the initiative have sustained. This study collected student reading achievement data from the schools that were a part of the Arizona "Reading First" initiative for the years 2009-2013. The student reading achievement data was for the percentage of third graders in each of the schools that Meet/Exceed on the Arizona Instrument to Measure Standards (AIMS). This study was investigating if student scores increased over the years 2009-2013, sustained or decreased during this time. This study also collected survey data from the same schools, which determined if the schools where following the different elements and to which level. The survey was scored on a Likert scale 1 showing little to now use of the element and 4 representing high level of implementation of the element. The study had 27% of the school respond back from the survey. Overall, the study found that all the schools that were a part of AZ "Reading First" initiative have had a significant increase of third grade student reading achievement from 2009-2013, p = 0.02. When analyzing just the schools that completed the survey there was an increase in third grade reading achievement data, but the increase was not significant p = 0.66. The survey data concluded schools that completed the survey were still implementing the different elements of the AZ "Reading First" initiative at a high level. The overall average for the survey was 3.36 out of a 4-point scale. Each of the nine elements scored in the range of 3.1-3.7.
