Organization charts from the nine Arizona community college districts were analyzed in order to anticipate the effects of continued growth of the community college system on administrative organization, particularly in terms of the expansion of single campus districts to multi-campus districts and the addition of new campuses by multi-campus districts. The focus of the analysis was limited to the business functions of finance, personnel, and building and maintenance. Results showed that the organization of multi-campus districts tended to be far more complex, structured and formalized than that of single campus districts. Access to the chief administrator was more limited and channeled, and another layer of administrators was inserted between first-line administrators at each campus and the district chief administrator. It was concluded that increased size, as the major factor contributing to structural differences, forces greater complexity of function, increased coordination, increased formality in communications, greater delegation of responsibility, and greater centralization of ultimate authority. If growth and the direction of growth can be anticipated, however, processes within the formal organization can be deliberately designed to provide flexibility in the administrative structure.
