WIOA Impacts on Community College Student Success

This mix methods study was completed at a medium sized, rural, public two-year community college located in a southeastern state. The purpose of the research was to determine whether the administration of a workforce development program by a community college leads to better student success. Specifically, the community college wanted to analyze the effectiveness of the program in producing students who were likely to earn a certificate or degree as a result of being in the WIA or WIOA program. Quantitative research methods were used to compare the workforce development program at the college with other administrative units in the State. The data were also used to compare WIA/WIOA participants against other students with similar backgrounds. Qualitative data were used from interviews with participants to demonstrate the program allowed them to overcame barriers that are typical for at-risk students in a community college setting. The researcher provides recommendations for future research and provides conclusions drawn from the research on the effectiveness of these workforce development programs on student success.
