Comments on Reauthorization of The Workforce Investment Act: Submitted to the Education and Workforce Committee, U.S. House of Representatives
Jobs for the Future
This document includes comments on the adult provisions of the Workforce Investment Act (WIA), informed by research conducted with employers, employer organizations, and others on the strengths and weaknesses of the current workforce development system from the perspective of employers and low-wage, low-skill employees. Jobs for the Future is particularly attentive to ways in which the reauthorization process can strengthen the act's relevance to employers. Comments are organized around the following issues: (1) Mix of services, including revisions to increase funds available for training; (2) Employer engagement and services, including provisions to improve employer engagement and the quality of services to employers; (3) Performance measures: advocacy for strengthening of performance measures tied to employment, retention, and advancement goals; (4) Goal and purpose: advocacy for more explicit commitment to advancing low-wage, low-skill employees to family-sustaining wages; and (5) Relationship to Temporary Assistance for Needy Families (TANF), including better integration of the adult workforce system and the TANF welfare system to collaborate effectively at the state and local levels.
