Financing Opportunity for Post-Secondary Education in the U.S.: The Equity Investment in America Program.

A proposal written by a group of economists suggests investing a portion of the Social Security surplus in a revolving loan fund designed to enable American students and workers to finance their own post-secondary education, vocational training, or re-training. The plan would make available to every American a line of credit to finance the costs of college or university education, or vocational training, or apprenticeship programs. Under the program, loans would be available to all students, middle-class and poor students alike, and would be paid back by means of a levy on future earnings to be collected by the Internal Revenue Service through payroll deductions. Up to a lifetime total limit of $40,000 would be available for tuition, fees, and living expenses for students at accredited colleges, universities, or licensed training schools. Borrowers could take up to 25 years to repay their loans. An income adjustment plan would grade repayments depending on income level. The claim is made that, across all participants in the system, the combination of increasing income, IRS collection of loan repayments, and long repayment schedules will result in full repayment to the Social Security system.
