Self-Evaluation Guide for Institutional Participation in Title IV and Other Federal Programs. Thirteenth Edition.

This guide is intended as a self-evaluation questionnaire for those institutions conducting internal reviews of financial aid programs and of their compliance with federal regulations. It addresses recommended good administrative practices with a view to minimizing incidents of misrepresentation and providing a clear audit trail. Title IV programs and campus-based programs are covered in separate sections. New requirements are flagged. Questionnaire items typically include a regulatory reference, the question, identification of the responsible office, and a yes/no response. Part 1 addresses general topics. Part 2 covers administration of the following specific federal programs: Pell and Supplemental Educational Opportunity grants; the Ford Direct, Perkins, Health Professions Student, Nursing Student, Primary Care, and Health Education Assistance loan programs; the Work Study, and Family Education Programs; Loans for Disadvantaged Students; Scholarships for Disadvantaged Students and for Students of Exceptional Financial Need; and Financial Assistance for Disadvantaged Health Professions Students; and Bureau of Indian Affairs programs. Part 3 covers the administration of financial aid and fiscal responsibilities. Sections address general fiscal administration, drawing down of federal funds, and cash management. The four appendices include: a checklist of recommended resources; listings of legislation on student aid, health professions, and nurse training; and a list of abbreviations frequently used in financial aid offices.
