Employment Services for Older Job Seekers. Final Report.

Results are presented of a project to analyze employment assistance given to persons fifty-five or older and to recommend improvements in older job seekers' employment services. (The project evolved from income security concerns expressed in the Older Americans Act.) The report, divided into seven chapters, reviews employment characteristics and needs of older job seekers in chapter 1. This chapter also examines the job market, employment services, and legislation relative to the older worker. Chapter 2 presents the methodology used in the job seeker survey and the studies of senior nonprofit employment offices and state and regional aging offices. Chapter 3 reports on the older job seekers' survey and interview results. Chapter 4 includes findings related to senior nonprofit employment offices. Chapter 5 examines how state employment security agencies might augment services to aid older job seekers. In chapter 6 the role of regional and state offices on aging in employment programs is considered. The final chapter summarizes and discusses older job seekers' problems and needs, State Employment Office assistance, the State Office on Aging's employment role, and recommendations. References, three appendixes (data collection instruments, New York training workshop report, and job seeker survey responses), and forty-five tables are included. (CSS)
