In April 2007, at the annual Council for Exceptional Children (CEC) Convention in Louisville, the author had the pleasure of meeting and then dining with Dr. Karen Dilka, executive director of the Council on Education of the Deaf (CED). Dilka also contributed as the on-site liaison and local arrangements chairperson for the Division for Communicative Disabilities and Deafness (DCDD) events at the convention. The DCDD represents members who work in all aspects of deaf education--manual, oral, and total communication programs. In the same vein, the author learned that CED represents and accredits all deaf education teacher preparation programs and embraces the unique qualities of all instructional approaches. There are very few organizations like this, and it was easy to sense the commitment and passion that Dilka has for her new role. As a low-incidence disability category, the breadth and depth of deaf education preparation and student services are unfamiliar to many administrators, educators, and specialists. This interview sheds some light on how it all works.
