The U.S. Department of Education 2004 National High School Summit took place December 2-3, 2004, in Washington, D.C. Nearly 1000 individuals participated-educators, policymakers, business leaders, and government officials. The event built on the work the Office of Vocational and Adult Education (OVAE) had done with states over the prior year and showcased states' efforts in accountability; improving student achievement; transitions from middle to high school and high school to postsecondary education and careers; and ensuring access to a rigorous course of study. These 10 papers were used to inform and stimulate discussion among the participants. The papers are primarily descriptive, using economic, demographic and early evaluation data to stake out the major areas of concern and promise for high school reform. Essays include: (1) "High Schools with High Expectations for All"; (2) "No Child Left Behind: Transforming America's High Schools"; (3) "The Economic Imperative for Improving Education"; (4) "From There to Here: The Road to Reform of American High Schools"; (5) "High School Accountability and Assessment Systems"; (6) "Turning Around Low-Performing High Schools"; (7) "Every Young American a Strong Reader"; (8) "Charting a New Course for Career and Technical Education"; (9) "Dual Enrollment"; and (10) "College Transition Programs: Promoting Success Beyond High School." Included are numerous recommendations for policies, curricula and interventions. (Contains 9 exhibits and 126 endnotes.) [These papers were produced with DTI Associates, Inc.
