The land-grant institutions, as a group, represent a system designed to provide higher education to the people of all classes in this country. In organization, they exemplify better than most other institutions the most effective relationship of campus instruction, research, and educational assistance for the people of all age groups through extension services. The basic purpose of this bulletin is to present the laws and rulings affecting resident instruction in the land-grant colleges and universities in the 50 States and Puerto Rico. It is, therefore, in large part a revision of the bulletin entitled "Land-Grant Colleges and Universities: A Federal-State Partnership" published in 1952. This bulletin contents include: (1) A Proclamation by the President of the United States, on the centennial of the establishment of the national system of land-grant universities and colleges; (2) Development of the land-grant system of colleges and universities--chronologies of institutions by States, and a summary of the growth of land-grant institutions; (3) Procedures for administering federal funds for instruction; and (4) Federal laws and rulings, from the First Morrill Act in 1862 to the Bankhead-Jones Act as amended in 1960.
