This report outlines the long-range program of the Library Services and Construction Act (LSCA) in South Carolina. The first of five chapters presents excerpts of the LSCA that describe its Titles I-III programs; explains the evolution of South Carolina's long-range Program for Library Development; discusses the dissemination of publications related to the LSCA programs in South Carolina; and touches on how LSCA programs are coordinated. Focusing on the library public, the second chapter discusses the probable impact of population increases on information needs and library services, and inventories the special needs of the economically disadvantaged, the illiterate, the blind and physically handicapped, persons with limited English-speaking ability, the elderly, and the institutionalized. The third chapter focuses on South Carolina libraries and their needs, including the South Carolina State Library, public libraries, major urban resource libraries, institutional libraries, academic libraries, technical college resource centers, school library media centers, and special libraries. Library education programs in South Carolina institutions of higher education are also described, and maps and statistics are provided for public, institutional, and college and university libraries, and the South Carolina Library Network. The adequacy, priorities, and evaluation procedures of Title I, II, and III projects are the focus of the fourth chapter, and the fifth presents the four goals of the state library together with objectives designed to meet those goals.
