In this case Title IX noncompliance grievances filed against higher education institutions (HEI) due to sexual misconduct incidents are explored. The Office of Civil Rights on the Department of Education's website provided data on the proper way to file Title IX sexual misconduct grievances. The OCR website also provided letters of findings from finalized Title IX investigations. Document analysis has been utilized to analyze Title IX noncompliance grievances filed through the OCR against California higher education institutions (HEI). Sexual misconduct cases from 2015 to 2018 have been reviewed. The document analysis was used to seek current trends within the investigations. Data analysis has also been used to create training to further inform continued research on this topic in higher learning institutions.
