The document evaluates the impact of the Veterans' Education and Training Service (VETS) program on G.I. Bill utilization rates. The VETS program is designed to increase enrollments of educationally and economically disadvantaged veterans in Veterans' Administration education and training programs. Statistical data on veterans and descriptive data on VETS programs were collected. An evaluation of VETS programs in 11 target cities is presented separately making up the major portion of the document (55 pages). The analysis is based on; (1) changes and patterns of G.I. Bill utilization in the VETS target city and its control city; (2) size, organizational affiliation, and philosophies of the VETS program; and (3) evaluation of the performance of the city based on the size and orientation of the program and the trends apparent in the control city. The target cities include Chicago, Cleveland, Denver, Detroit, Indianapolis, Los Angeles, Miami, Newark, Providence, Seattle, and Wichita. The study concluded that target cities and control cities showed similar increases in G.I. Bill utilization. However, the most effective programs were those with strong ties to local governmental agencies and the least successful were those affiliated with colleges and universities.
