Unit 6, the final unit in a series on Indiana state history designed to be taught in Indiana secondary schools, examines the position of Indiana in the nation and the world. Chapter 1 focuses on Indiana during the 1960s and 1970s. Indiana state government tackled the jobs of reapportionment, taxes, and the passage of stronger civil rights legislation. Governor Matthew Welsh retained the 1963 General Assembly in a special 40-day session to deal with finding new sources of revenue, and Lieutenant Governor Richard Ristine crossed party lines to break a tie vote in the Senate and pass a 2% retail sales tax and a 2% adjusted gross income tax. Ristine effectively ended his political career by this act. More support was provided for public education during the 1960s and 1970s. Chapter 2 discusses Indiana's fascination with party politics. Control of state license branches by the party in power and the patronage system of payments from state employees are examined. The activities of political parties are outlined. Civil rights, minority rights, and the Equal Rights Amendment (ERA) are examined in the context of Indiana politics. Indiana Senator Birch Bayh led the efforts on ERA in the U.S. Senate. Indiana approved the amendment, but Bayh lost his Senate race to Dan Quayle. Revenue sharing and the question of whether Hoosiers are conservative are elucidated. Indiana's efforts to increase its world trade and Indiana's links with the world are the focus of chapter 4. (SM)
