Assessment of State Plans for Career Education. Final Report.

A study was conducted to provide for each state submitting a state plan for career education to the Office of Career Education (OCE) a written assessment of the degree to which the plan complied with the requirements of Public Law 93-380. These assessments were intended to furnish direction to the states for revision and refinement of their plans. The first task was to develop criteria for evaluating the state plans. Another project task was to conduct site visits to six state education agencies to learn about problems encountered and solutions attempted during development of state plans. Thirty-eight project reports submitted with state plans for career education to OCE were then analyzed to identify problems and solutions reported by the states in the development of their plans. State Career Education Coordinators were contacted to determine states' readiness for implementation of state plans. Finally, guidelines for state plan compliance with Public Law 95-207 were developed along with a model for refining state plans. (A companion document contains the model for refining state plans.)
