This annual report summarizes all Manpower Administration-sponsored research projects active or funded during fiscal year 1970 and lists all reports completed since the research program was begun in fiscal year 1963. Guidelines are included for submission of research proposals for research contracts, dissertation grants, and research project grants. The relevent legislation, Title I of the Manpower Development and Training Act, is reproduced in the appendix. (BH)
