Describes initiatives of the Community Relations Service, a Justice Department agency, to mediate disputes involving the following areas: (1) minority community reaction to authorities' handling of drug and street gang activity; (2) racial conflict in higher education; (3) acts of racial hate or violence; (4) voting districts and redistricting; (5) ethnic diversity; and (6) Native American communities.
