Studying the Constitution: Capitalizing on Two Bicentennials.

This report addresses the long-term educational responsibility of helping young people become more knowledgeable about the meaning and values of the U.S. Constitution in their personal and civic life. The Bicentennial of the U.S. Constitution and the upcoming Bicentennial of the U.S. Bill of Rights in 1991 present the opportunity to refocus citizenship education on the U.S. Constitution and Bill of Rights. The National Education Association's 1918 report separated education for good citizenship from teaching about the Constitution in the social studies curriculum. By the 1960s and 1970s, the study of constitutional government had to compete for attention in the social studies curriculum with an increasingly diverse set of topics. The result of this diminution of interest in the Constitution was also apparent in examination of social studies textbooks. The Bicentennial celebration has stimulated the production of materials by established national organizations for the study of the Constitution, and these resources can be used to revitalize instruction about the U.S. Constitution. A review of materials from several of these organizations is provided. (SM)
