Navigating the Certification Labyrinth. Policy Brief
Association for Children of New Jersey
The Association for Children of New Jersey (ACNJ) conducted interviews with teachers in one of the Abbott districts to identify the major barriers in the licensing process and identify needed policy changes. The district chosen was identified in another report by Ryan and Ackerman (2004a) as being in jeopardy of losing a significant percentage of its early childhood teachers who would not meet the court-mandated 2004 deadline. Since the time of the interviews, the deadline for certification has been extended. However, the interviews from this district identify critical issues that still must be addressed. The most serious challenges that these teachers faced existed at the state level. These problems differed distinctly for individual teachers. Major barriers include access, lack of/inconsistent information, and length of time. Recommendations in this brief were developed based on the information learned from the interviews conducted. While it is probable that the certification problems discussed are not unique to this district, further investigation in other districts is warranted to support the findings.
