The Transformation of Traditional Community Colleges in Jamaica to Learning Colleges

Some higher education institutions in the Americas adopted "The Learning College" principles evinced by the Twelve Vanguard Colleges' report, to upgrade their academic environments from "the sage-on-the stage to teachers as architect of student-centered learning." These twelve institutions in the United States and Canada reported in the literature reviewed that their success at becoming student-centered (Learning Colleges) was accredited by using change models. Similar to these twelve, two-year, public institutions are the community colleges in Jamaica, mandated by the government to improve training of the citizenry. The mandate alluded to in Jamaica's Vision 2030 Plan required a change in training and achievement standards to "world-class" education by 2030, and alerted tertiary (postsecondary) institutions, which included community colleges. Therefore, the onus was placed on these colleges to change the status quo from "teacher-centered to learner-centered" and is the focus of this qualitative study. A two-phased methodological approach was initiated by purposive, criteria-based selection of five, traditional community colleges in Jamaica and their stakeholders as participants. Three of the five colleges were predetermined for an in-depth case study--guided by Lewin's Change Model. The case study assessed the perception of the stakeholders about the extent of transformation, or ongoing change of the institutions to becoming Learning Colleges. The findings of this study satisfied one main research question and three sub-questions. The benefits included erosion of the dearth of information about community colleges globally, specifically in Jamaica; advancement of best practice and future research; recommendation for policy, and institutional effectiveness.
