Understanding the Initial Utilization and Impact of Programmatic Grant Funding at Florida College System Institutions during the COVID-19 Pandemic: Insights from the Field

The COVID-19 pandemic was a unique phenomenon that significantly impacted higher education. Programmatic grants were an important source of funding at community colleges during this unusual time, helping to provide vital resources and support services to institutions and their students. This study is one of the first of its kind to explore the utilization and impact of programmatic grants at Florida College System institutions during the initial phases of the COVID-19 pandemic between March 2020-August 2021. The data sources for this study are the directors of the grants offices of the colleges that make up the Florida College System. Using a survey method design, I investigated how Florida College System institutions utilized programmatic grant funding during the pandemic, the impact of this grant funding, and the potential sustainability of these grant programs. I found that Florida College System institutions are most likely to have used grant funds during the pandemic on Scholarships and Technology/Distance Learning Support. Most Florida College System institutions indicated they received a larger amount of programmatic grant funding during the COVID-19 pandemic as compared to before the pandemic. I also found that the most common impact of programmatic grants during the pandemic was the expansion of student support services. Federal and state governments were the most common sources of programmatic grant funding at Florida College System institutions during the 2020-2021 pandemic.
