Creating a Successful Community-Based Adult Secondary Education Program Starter Kit

Texas consistently has one of the highest high school graduation percentages across the nation yet falls below the national average for adults passing high school equivalency tests (U.S. Census Bureau, 2017). In 2019, there were 300,401 adults in Tarrant County eligible for a high school credential. This opportunity for high school equivalency education was the motivation behind this research. The central purpose for this dissertation in practice was to develop a Starter Kit for Tarrant County's community-based ASEPs to provide high-impact practices regarding policy, procedures, curricula and strategies for a successful HSE program. After interviewing four representatives of the most successful programs in Tarrant County and a representative of one of the administrative agencies that supports high school equivalency (HSE) programs, those results were added to this study and used to develop a Starter Kit as a resource for community-based organizations. While policies and guidelines help provide structure, many organizations purposefully build flexibility into their HSE program in order to alleviate many of the common barriers their adult students face. While this research looked at volunteers, curriculum, class structure, orientation and other common components of adult education, the Starter Kit is a compilation of this data in order to help CBOs initiate a successful HSE program.
