Early Childhood Special Education Collaboration with Diverse Parents: A Qualitative Descriptive Study

This qualitative descriptive study aimed to explore how culturally diverse parents describe collaboration, such as communications, culture-sharing, and decision-making, with early childhood special education teams in one school district in the Pacific Northwest. The study was theoretically founded on Bronfenbrenner's bioecological systems theory and framed using Epstein and Hoover-Dempsey's parent models. Three research questions guided the study: How do culturally diverse parents describe (1) communication, (2) decision-making, and (3) culture-sharing experiences with early childhood special education teams? The total sample size was n=17 culturally diverse parents of children who received special education services during preschool. Participants were recruited using convenience sampling with self-select inclusion criteria. Data from 12 individual interviews and two focus groups informed the results. Analysis followed Braun and Clarke's (2022) six phases of thematic analysis. A codebook of n=63 codes coalesced into 11 candidate themes. Final analysis identified eight themes: (1) Collective Efficacy (positive impact of multiple perspectives), (2) Child Development Trajectories (parent expectations versus school expectations), (4) Experiencing the System (how parents navigated school special education), (5) Disability in Our Family (how disability impacts families, (6) Hindsight (what parents wish they knew), (7) Learning Curve (how much parents felt they needed to learn), and (8) Emotionality (the multitude of feelings that parents experienced). Findings from this study indicate a need for new systems to support parents in the earliest stages of navigating school-based services for their children with disabilities.
