According to a recent estimate, out of more than four million children between 4 and 6 years of age, less than half a million are enrolled in kindergartens. This condition may be attributed in general to a lack of knowledge of the practical, ethical, and social value of kindergarten education; to the expense of installing a system whose advantages are not always obvious to the minds of school authorities; and to a need for better kindergarten legal enactments in practically every State of the Union. This bulletin provides a brief summary of legislation in regard to the establishment and maintenance of kindergartens in the several States and suggestions for obtaining new legislation on this subject, for the benefit of persons interested in the extension of the kindergarten as a part of the system of public education in the States. Appended are tables presenting States with the constitutional and statutory provisions for the establishment, maintenance, and control of kindergartens, and those without such provisions; and the California Kindergarten Law, enacted in 1913 and amended in 1915.
